Preheat oven to 400 degrees F.
After cleaning the fish remove the head and backbone and butterfly the fish. Coat the skin side of each fish with 1 teaspoon butter or margarine and place it skin side down on a sheet of aluminum foil large enough to cover it.
In a bowl mix the scallions, bell pepper, finger peppers, parsley, and oregano. Stir in the lemon or lime juice, honey mustard, and mushrooms. Divide the sauce evenly among the fish, then sprinkle each fish with 2 tablespoons breadcrumbs and paprika. Seal the aluminum foil.
Place the foil-covered fish in a baking pan and bake for 10 minutes. Open the foil and cook uncovered for 10 minutes, or until fish flakes easily with a fork.
Do not overcook.
